Republican Caroline Rogers has been elected Justice of the Peace for District 11 in Carroll County, unseating longtime incumbent John Howerton, a Democrat, in unofficial results announced Tuesday evening. In other local races, Sarah Taylor defeated Janell Compton for the Ward 1, Position 1 seat on the Green Forest City Council, incumbent Carroll E. Smith defeated challenger Luis Diaz for the Ward 2, Position 1 seat on the Green Forest city council, incumbent Kenneth Mills defeated Bryce Holland for the Ward 1, Position 2 seat on the Holiday Island City Council, an advertising and promotion tax was approved by voters in Holiday Island and Eureka Springs voters rejected a proposed ordinance that would have abolished the city’s advertising and promotion commission and repealed the city’s 3 percent advertising and promotion tax.
