Why are you seeking this office, and what experience or perspective best prepares you to serve effectively?
“My name is Robert “Beau” Allen, and I am running for Prosecuting Attorney because I want to make a positive and lasting impact on the Carroll County justice system. I bring civil litigation experience and have served as a Deputy Prosecuting Attorney. I am currently the managing attorney in the Carroll County Public Defender’s Office, and I have served in this position for the past 20 years. In this role, I have represented clients in all criminal courts throughout Carroll County and have handled thousands of felony cases.
“For the past 18 years, I have also served on the Carroll County Drug Court team. As a team member, I have participated in more than 400 staffings and meetings focused on addressing drug addiction and identifying effective solutions through local, state, and national resources.”
What do you see as the most important issue facing your district right now, and what specific actions would you take to address it if elected?
“The primary issues I see in our criminal justice system are: “1. Lenient sentencing in violent cases, sexual assault cases, and theft of property cases, and “2. A lack of individualized, goal- oriented, and specific rehabilitative measures for defendants who are given a second chance.
“When rehabilitation efforts fail to address the root causes of criminal behavior, the result is recidivism and the ‘revolving door’ effect within our system.
“As Prosecuting Attorney, my office will provide continuous legal guidance and support to law enforcement to help build strong cases that lead to appropriate convictions and sentences. We will maintain open communication with and strong support for victims of crime. Cases will be evaluated early and thoroughly to strengthen prosecutions, improve plea negotiations when appropriate, and prepare for trial when necessary to achieve just outcomes.
“In non-prison cases, we will implement a structured needs-assessment process and develop a comprehensive resource database. Each defendant’s needs—whether housing, food security, parenting support, education, employment, driver’s license reinstatement, addiction treatment, or mental health services—will be identified. A tailored plan will then be developed, implemented, and supervised. Defendants will be held accountable for their progress and compliance. Our goal is to reduce recidivism by either removing dangerous individuals from society or equipping others with the tools they need to correct the underlying causes of their behavior.

How do you approach budgeting, taxpayer dollars and long-term financial responsibility at the level of government you are seeking to serve?
“The budgeting process will include a comprehensive review of all operational costs associated with the Prosecutor’s Office. Financial data will be adjusted to reflect anticipated changes in routine operations, as well as known non-recurring expenses tied to operational demands. A disciplined budgeting process, combined with strict compliance oversight, will ensure the responsible and efficient use of taxpayer funds.
“My goal is to maintain a budget surplus while improving services to the citizens of Carroll County.”
