Terry Plumlee (center) was named the 2023-2024 Carroll County Person of the Year at the Sept. 19 meeting of the Carroll County Quorum Court. Plumlee is an emergency medical technician and first responder, one of the original firefighters for the Oak Grove Volunteer Fire Department, has served as a reserve deputy for the Carroll County Sheriff’s Office, is a K-9 handler for the Arkansas Alliance of Bloodhounds Search and Rescue unit and serves on the Eastern Carroll County Ambulance District board of directors.
