Services scheduled for longtime tax collector

Kay Phillips-Brown, who served the citizens of Carroll County as the county tax collector for 34 years, died Monday, Dec. 20, in Fayetteville. She was 73.

Phillips-Brown was born Aug. 12, 1948, in Huntsville. She had served as Carroll County tax collector since 1987. She also enjoyed traveling, quilting and genealogy.

She is survived by her husband, John Brown; son Max Phillips and Tammie Doss of Berryville; along with several nieces, nephews, other relatives and many friends.

Visitation will be held from 5 p.m. to 7 p.m., Tuesday, Dec. 28, at Nelson Memorial Chapel in Berryville. Funeral service will be held at 2 p.m., Wednesday, Dec. 29, at Nelson Memorial Chapel with Pastor Jerry Spurlock officiating. Memorial donations may be made to Dean Cemetery, c/o Judy Whiteley, 808 High St., Berryville, AR 72616.

Carroll County Judge Sam Barr ordered that flags be flown at half-staff until Wednesday in tribue to Phillips-Brown. On Monday, Barr said that all county offices will close at noon Wednesday to allow county employees to attend the funeral.
