That's when school patrons will decide a millage hike to pay for a new high school.
Phillips, as chairman of the Carroll County Election Commission, made the remark at a meeting Friday when commissioners lined out the Eureka Springs school election -- and a special Green Forest mayoral election scheduled the same day.
He said initially Eureka wanted three sites: near Beaver Dam, City of Eureka Springs, and at Holiday Island.
The request had been narrowed to two -- Eureka Springs and Holiday Island, he said. Phillips went on to list a number of "downsides," including confusion among voters as to where they would vote.
Without specific assignments, there was nothing to stop double voting, Election Coordinator Bethe Henley noted.
Phillips asked who would determine where Beaver residents voted. Would it be in Eureka Springs or at Holiday Island? The list of questions posed by Phillips and the other commissioners grew as the meeting went on.
"Let's set up a meeting and have them put in writing all the reasons they want multiple sites," Phillips suggested, "and, have it in writing that they will assume the cost."
With that said, the commission scheduled a meeting with Superintendent Wayne Carr for today, Tuesday, at 9 a.m., at the county clerk's office in Berryville.
Returning to discussion on the Green Forest mayoral election, Phillips said all candidates must file at the clerk's office in Berryville between Nov. 12 and Dec. 2. He suggested that each be given a handbook covering the rules for running for public office.
He also asked Henley to set up testing dates prior to both elections.
The commissioners lined out a budget for the year ahead, which is expected to include three elections; a primary, a run-off, and a general election.
Phillips suggested they budget $45,000 for each, for a total of $135,000, saying there will be some reimbursement.
