EUREKA SPRINGS -- Eureka Springs city council continued its quest toward developing a budget for 2012 by interviewing department heads. Police Chief Earl Hyatt attended council's recent workshop and said he was trying to "go flat" on his budget. The ESPD budget includes no raises and no cost of living adjustments.
