This past year Carroll Electric Cooperative Corp. (CECC) members numbering more than 1,200 signed a petition to nominate Marcie Brewster to the CECC board. That is hundreds more signatures than required to run for public office, and it is hard to see why a candidate with that much support wasn't allowed to be on the ballot of a rural electric cooperative that is supposed to be democratically governed by its members...
