Senator Randy Laverty, D-Carroll County, will introduce legislation to soften the impact of state regulations governing the use of chicken litter as fertilizer, he said Tuesday. Under state law, the state Soil and Water Conservation Commission is adopting new rules to register all chicken houses with more than 2,500 birds.
